My top marqee light recently went out, is it the ballast or a starter issue? New bulbs state they require a starter, but i know this model fridge has individual ballasts, and the 2 interior side lights work fine.. .Awesome forum btw!

In the course of my part out of a VV-3 I have not come across a starter anywhere. If it has one it must be incorporated into the ballast. I have 3 of these ballasts for sale in my part out thread here:
