Red Bull can fridge - fans not spinning

Hi,
New to the forum as I just got a used Red Bull Can fridge by Vestfrost. Using it to ferment beer!
Anyway, the compressor works great, gets internal temp to 35 with the thermostat cranked. The two fans, look like computer fans, do not spin up at all to move the air. One is at the bottom of the fridge, the other is by the compressor. I can see where they both plug into something, but I don't know what the part is - some sort of controller?
Anyone able to help me with a fix? I think it would work even better of the air got moving. Thanks!
